Humans have created artificial resource scarcity. There is no need to gatekeep people from having their needs met and every reason to promote universal design. So no, it's not possible to "steal" resources from somebody by receiving disability accommodations. The sooner we end this crabs in a barrel oppression olympics nonsense, the more effective we'll be at collectively advocating for our best quality of life.
